The city’s solicitation requested residential trash, monthly brush and bulky-waste collection, commercial and industrial collection, container service and a recycling drop-off location at City Hall. It proposed city billing for residential accounts and contractor billing for commercial and industrial accounts. Those requested terms do not establish the eventual agreement.
